Matthew recounts, again, his experiences in draining his land, and the illogic of a tile tax that prevented him from lining his ditches properly. He rails, again, against the British system of land tenancy (and “protection of property” in general), which prevents proper land management, including drainage. He recounts that he tried to introduce this subject to a recent “Social Sciences meeting”, but that the chairman (Lord Brougham) did not reply to his note. He ends by noting that discussion of the need to preserve the “vegetable mould” appears to be a “tabooed” subject at agricultural meetings.
